Monitoring, Control and Surveillance is conducted for Cook Islands and foreign-flagged vessels. The programme forms part of the overall management of the fishery and includes the observer programme, port sampling, and vessel monitoring systems (VMS).
It is also used as an important tool in combatting illegal, unreported, and unregulated (IUU) fishing activities in Cook Islands waters.
The programme includes boarding and inspections of fishing vessels at sea or at port. Fisheries compliance officers take part in sea patrols and several regional operations each year.
Surveillance operations can include aerial and sea surveillance assistance from the QUAD nations: France, Australia, New Zealand, and the US.
